CM Yogi Adityanath has taken a major step to make UP a leading startup destination in India. He has directed officials to prepare the state’s new Startup Policy 2026.
The CM said that UP has a strong youth population, a large market, and a rapidly growing digital ecosystem. These strengths can help the state become a national hub for innovation-driven growth. The new policy aims to encourage young people to create jobs instead of only seeking employment.
Uttar Pradesh Moves from ‘Aspiring Leader’ to ‘Top Performer’
During a high-level review meeting on Sunday, the CM reviewed key provisions of the proposed Startup Policy 2026.
Officials from the IT and Electronics Department highlighted the rapid growth of the state’s startup ecosystem. UP ranked in the ‘Aspiring Leader’ category in 2018. By 2025, the state had moved up to the ‘Top Performer’ category in the Government of India’s Startup Ranking.
Special Support for Women and Underdeveloped Regions
The CM directed officials to provide financial and technical support to startups at every stage, from the seed phase to global expansion.
The government plans to strengthen benefits such as maintenance allowances, prototype grants, seed capital support, and patent assistance. The policy will also include special incentives for women entrepreneurs, economically weaker sections (EWS), persons with disabilities, transgender entrepreneurs, and startups from Purvanchal and Bundelkhand.
Focus on AI, Deep-Tech, and Future Industries
The Chief Minister stressed the need to make Uttar Pradesh a leader in emerging sectors. These sectors include Artificial Intelligence (AI), Machine Learning, Quantum Technology, Robotics, Semiconductors, Aerospace, and Health-Tech.

The government will offer special incentives to deep-tech startups. It will also strengthen collaboration between universities and industries to help bring innovations from laboratories to the market.
In addition, the proposed U-Hubs in Lucknow and Noida will serve as major centres for deep-tech research and innovation.
Uttar Pradesh Startup Mission to Be Launched Soon
To strengthen and streamline startup activities, the CM announced the formation of the UP Startup Mission.
The mission will oversee startup operations, financial management, monitoring, and capacity-building activities. It will work through a transparent and professional system.
The Chief Minister said the mission should help every young entrepreneur turn innovative ideas into successful businesses.
