UP to Develop Sardar Patel Employment and Industrial Zones Across 9 Hub-and-Spoke Regions

The Yogi government has started work on the ambitious Sardar Vallabhbhai Patel Employment and Industrial Zone (SVPEIZ) project to connect young people with skills, jobs, industry and entrepreneurship through a single platform. CM Yogi announced the project earlier this year on Uttar Pradesh Day.

In the first phase, the government will set up 16 SVPEIZ centres across the state. The MSME Department and UPSIDA will establish five centres each. UPEIDA and YEIDA will develop two centres each, while the Greater Noida Authority and Gorakhpur Industrial Development Authority (GIDA) will establish one centre each. The state will also create a nine-zone hub-and-spoke industrial and skill development network.

Project Aims to Meet Future Industrial Demand

Principal Secretary, MSME, Shashi Bhushan Lal Sushil said UP has seen strong growth in investment and industrial activity since 2017. More global investors, new industrial parks and changing technology have created a rising demand for skilled workers.

He said the government designed the SVPEIZ project under the vision of Chief Minister Yogi Adityanath. The project will train young people according to industry needs and connect them directly with jobs and self-employment opportunities.

Nine Industrial Zones to Cover the Entire State

The government will divide UP into nine hub-and-spoke zones. These include Gautam Buddh Nagar; Ghaziabad, Hapur, Meerut, Baghpat and Bulandshahr; Moradabad and Bareilly divisions; Agra and Aligarh divisions; Lucknow and Ayodhya divisions; Kanpur and Prayagraj divisions; Chitrakoot, Jhansi and Vindhyachal divisions; Varanasi and Azamgarh divisions; and Gorakhpur, Basti and Devipatan divisions.

Each zone will focus on its local industrial strength, available resources and investment potential.

One-Stop Ecosystem for Employment and Entrepreneurship

Every SVPEIZ centre will function as a one-stop industrial, skill and employment ecosystem. The centres will include skill development institutes, industrial plots, plug-and-play industrial sheds, common facility centres, employment assistance centres and entrepreneurship support centres.

The centres will also offer digital literacy programmes, foreign language training, business services and modern infrastructure. Under the plug-and-play model, entrepreneurs will get ready industrial spaces with power, water, roads and other essential facilities. This setup will help businesses start production quickly and create large-scale employment for local youth.

Modern Infrastructure and Industry Participation

The government has planned separate land use for skill development, industrial units, plug-and-play facilities, green areas, roads, infrastructure and commercial activities. Where land remains limited, authorities will develop multi-storey industrial complexes and flatted factory buildings.

The government will form a Special Purpose Vehicle (SPV) for every hub. The lead investor in each hub will chair the SPV. This arrangement will ensure active participation from industries and improve project management.

Model Based on Successful Industrial Clusters

Before finalising the project, government officials visited Gujarat and Maharashtra to study industrial and skill development models developed by the Tata Group. They prepared the Uttar Pradesh model after studying those successful examples and global standards. The government also plans to involve leading industrial institutions in developing and operating the centres.

Construction will begin soon at locations where land is already available. At other sites, UPSIDA, UPEIDA, YEIDA and other development authorities will arrange land for future expansion. The government will also begin skill training alongside infrastructure development so industries receive trained workers when operations start.

Officials said the government wants SVPEIZ to become more than an industrial estate. It aims to build an integrated centre for investment, skill development, employment, innovation and entrepreneurship. The project will prepare Uttar Pradesh’s youth for the future industrial economy and strengthen the state’s position as a leading manufacturing, skill development and employment hub in India.
