The Uttar Pradesh government presented its first supplementary budget for the financial year 2026-27 on Tuesday (August 4). The Assembly is expected to take up a detailed discussion on the budget when the House reconvenes at 11 AM on Wednesday (August 5).
Tuesday’s proceedings ended in chaos after repeated protests by Samajwadi Party (SP) legislators. The opposition demanded an immediate discussion on the alleged Ram Temple donation theft issue before any other business. Amid continuous sloganeering, Assembly Speaker Satish Mahana adjourned the House until Wednesday morning.
Massive Uproar During CM Yogi’s Address
The Assembly witnessed high drama when CM Yogi rose to address the House after the supplementary budget presentation. SP legislators continued shouting slogans and disrupted the proceedings throughout his speech.
The Chief Minister had spoken for only a few minutes when SP MLA Sachin Yadav displayed a poster carrying the Chief Minister’s photograph along with protest slogans. Speaker Satish Mahana objected to the act and warned the MLA. When Sachin Yadav refused to comply, the Speaker announced his suspension from the House.
Marshals Called as Tensions Escalate
The situation became more tense after the suspension order. Assembly marshals entered the House to remove the suspended MLA. SP women legislators formed a protective circle around him, leading to a heated confrontation. Authorities then called women marshals to handle the situation.
As protests intensified, Speaker Satish Mahana adjourned the Assembly until 11 AM on Wednesday. CM Yogi remained seated in the House for a short time during the disruption. BJP legislators also stood up and raised slogans in response to the opposition protests, creating a highly charged atmosphere. Normalcy returned only after the Chief Minister, Parliamentary Affairs Minister Suresh Khanna, Deputy Chief Minister Brajesh Pathak, and other senior ministers left the House.
Suspended SP MLA Stages Protest
After his suspension, Sachin Yadav walked out of the Assembly and staged a sit-in near the statue of Chaudhary Charan Singh on the Assembly premises. Several SP legislators later joined him.
The opposition alleged that it wanted a discussion on the alleged Ram Temple donation theft issue, but claimed the government was unwilling to debate the matter inside the House.
₹59,019.54 Crore Supplementary Budget Focuses on Development
Finance Minister Suresh Khanna presented a supplementary budget of ₹59,019.54 crore for 2026-27. The budget prioritises industry, infrastructure, education, rural development, healthcare, energy, and social welfare.
The government allocated nearly ₹47,000 crore—around 79% of the total supplementary budget—to heavy and medium industries, rural development, energy, and the Public Works Department. The supplementary budget equals about 6.47% of the state’s original budget for the current financial year.
The Heavy and Medium Industries Department received the highest allocation of ₹22,107.88 crore. The Rural Development Department received ₹17,942.73 crore to strengthen rural livelihoods, improve basic amenities, and accelerate development projects in villages.
The government also earmarked ₹7,422.27 crore for the Energy Department, over ₹2,000 crore for the Medical, Health and Family Welfare Department, more than ₹1,600 crore for education, ₹1,655 crore for the Social Welfare Department, and ₹700.01 crore for road and bridge projects under the Public Works Department.
The Women Welfare Department received ₹1,094.40 crore to support women’s empowerment, safety, and welfare initiatives. Another ₹7,854.25 crore has been set aside for new demands, allowing the government to launch freshdevelopment projects while speeding up existing schemes.
