Uttar Pradesh CM Yogi has unveiled a major plan to strengthen the state’s healthcare system with a focus on faster treatment, modern technology and better access to specialist care. He has directed officials to develop cancer treatment facilities across all districts and create a statewide integrated trauma and emergency network so that road accident victims receive life-saving treatment within the “golden hour”- 60 minutes after an accident.
The CM said the state’s healthcare system should focus on quick treatment, advanced medical technology, specialist doctors and a strong referral system. He stressed that no patient should have to struggle to find timely medical care.
Government Prepares 10-Year Cancer Roadmap
During a high-level meeting with experts from the Health and Medical Education Department on Friday (July 3), CM Yogi reviewed the action plan of the Uttar Pradesh State Cancer Task Force. To tackle the growing burden of cancer, the state has prepared a 10-year roadmap covering the period from 2026 to 2036.
The mission will work on eight key areas. These include cancer prevention, early screening, a digital cancer registry, oncology research and comprehensive treatment facilities for childhood cancer at major medical centres. The government also plans to improve public awareness so that more cases are detected at an early stage.
Modern Cancer Centres in Every Division
The CM directed officials to set up modern cancer centres in every division of the state and expand testing facilities at the district level. Regular cancer screening will take place from Primary Health Centres (PHCs) to district hospitals.
A digital platform will track every patient from diagnosis to treatment and follow-up. The Health and AYUSH departments will jointly run awareness campaigns against tobacco-related cancers. The campaign will also encourage healthy eating habits and better lifestyles to reduce cancer risk.
Trauma Network Aims to Reach 95% Population Within 60 Minutes
To reduce deaths caused by road accidents, the state will establish the Uttar Pradesh Trauma and Emergency Network (UPTEN). The network will include three levels of emergency care centres to ensure patients receive treatment based on the seriousness of their condition.
The government has set a target of providing specialist emergency medical care to nearly 95% of the state’s population within 60 minutes of an accident or medical emergency. The plan also includes dedicated emergency facilities along expressways and national highways to improve response during road accidents.

AI-Based Referral System to Speed Up Emergency Care
CM Yogi said emergency services form the backbone of any healthcare system. He directed officials to further improve ambulance response time and make patient transfers more efficient.
The government will develop an Artificial Intelligence (AI)-based digital referral system that will monitor ambulance movement, doctor availability, hospital beds and treatment facilities in real time. This system will help patients reach the right hospital without delay.
CM Yogi also asked medical education institutions to strengthen training and research. He said the state should increase the number of specialist doctors, nurses and paramedical staff through advanced training so that the growing healthcare needs of Uttar Pradesh can be met effectively.
