UP Sets Weekly Reporting Rule for School Inspections; Officers to Detail Shortcomings

Officers must report whether they met their inspection targets or not. If not, they must clearly explain the reason. In addition, they have to check whether child rights information, POCSO Act provisions, and helpline numbers are written on school walls.

District-level officers will no longer be able to avoid inspection duties at Uttar Pradesh’s 746 Kasturba Gandhi Balika Vidyalayas (KGBVs). Now, the Basic Education Department has issued a standard reporting format. Under this new rule, officers must submit a weekly report. In the report, they will clearly mention which schools they visited, what problems or good practices they observed, and what actions they took for improvement.

Recently, after complaints were raised by students from KGBVs in the state capital, the government started a state-wide drive to improve hostel and school facilities. However, despite these efforts, lapses were found in a recent review meeting. As a result, the department has moved towards stricter enforcement. Accordingly, the Basic Education Department has officially released a reporting format for inspections. Likewise, a separate format has been issued for the three-member district committee formed by the District Magistrate (DM). Under this system, the committee must now submit regular reports directly to the DM.

Moreover, officers must report whether they met their inspection targets or not. If not, they must clearly explain the reason. In addition, they have to check whether child rights information, POCSO Act provisions, and helpline numbers are written on school walls. Furthermore, they must confirm whether students are aware of these provisions. Similarly, they will state whether awareness programs under the Meena Manch initiative were conducted. Along with this, they will report whether safety tools are being used. At the same time, they must also review how well government schemes are being implemented in these schools.

Government Moves to Improve School Management

Meanwhile, Deputy Director of Samagra Shiksha, Dr Mukesh Kumar Singh, said that field inspections by officers would greatly help improve school management. Through this process, it will be possible to know whether two full-time teachers are present when the warden is away. In the same way, officials will verify whether guards, watchmen, and attendants attend duty on time. Additionally, they will check whether the entry register at the gate is properly maintained. Further, they will ensure that CCTV cameras are working correctly and that no suspicious activity has been noticed. Therefore, regular monitoring is expected to bring clear improvements in safety and management across KGBVs.
