The Uttar Pradesh Legislative Council is now moving to modernise its functioning with advanced digital systems fully. To begin with, the House will be equipped with video recording facilities, interactive display panels, a digital record repository, and automatic management of session videos using modern technology. As a result, after these upgrades, Uttar Pradesh will become the first state in the country where the entire work of the legislature will be recorded digitally, kept secure, and made accessible in real time.
Under this project, as many as 110 video units will be installed to record every activity inside the House. In addition, a multi-camera system, data conversion machines, and an annotation server will also be set up. This system will tag videos according to questions, debates, and statements, and therefore, any required video can be searched and retrieved within seconds. Overall, this technological shift will not only make the Council’s functioning faster and more transparent but will also ensure that legislative proceedings are digitally preserved for the future.
Digital Archiving to Boost Transparency and Research
Notably, a similar digital model has already been approved for the Legislative Assembly on the initiative of Speaker Satish Mahana. Following this, the Legislative Council is now taking a major step in the same direction.
Moreover, with the help of the new system, decades-old video recordings of the Council will also be brought online. This entire repository will be cloud-based, fully secure, and backed up, and therefore the risk of data loss will be eliminated. According to Council officials, these changes will greatly help in studying proceedings, improving media access, supporting legislative research, and enabling members to quickly find older references.
Meanwhile, several conditions have also been laid down for the tender process.
- First, installing interactive displays from the Delta company inside the Council will be mandatory.
- Second, the supplier must provide all 110 video units, the annotation system, and the digital repository together.
- Additionally, all equipment must be installed and tested within the Council building itself.
- Furthermore, the supplier must have an office and service centre in Lucknow.
- Finally, only those companies will be eligible for the tender that have experience of supplying similar systems worth at least ₹4.5 crore over the past three years.
