In a Cabinet meeting chaired by CM Yogi on Monday (December 22) morning, investment proposals worth ₹15,189.7 crore were approved. Under this decision, 12 mega and super-mega industrial units will soon receive Letters of Comfort (consent letters) in districts such as Mirzapur, Hardoi, Bulandshahr, Raebareli, Gautam Buddh Nagar, Sonbhadra, Meerut, Muzaffarnagar, and Aligarh.
Industries Minister Nand Gopal Gupta ‘Nandi’ said that UP has emerged as a major investment destination. Investors are coming forward on their own to invest in the state. He added that converting every investment proposal into reality is the government’s top priority. According to him, every entrepreneur is a mitra (friend) of UP.
Big Companies Are Investing in UP
He also informed that Letters of Comfort will be issued to several companies. Earthstar Ventures will set up an iron and steel plant in Mirzapur with an investment of ₹549.26 crore. Apollo Coated Products will establish a cold rolling mill in Sikandrabad, Bulandshahr, with ₹350 crore. Haldiram Snacks Manufacturing Pvt Ltd will invest ₹349.27 crore in a snacks plant in Hardoi. Shri Bhawani Paper Mills will establish a paper mill in Raebareli at a cost of ₹305 crore.
Meanwhile, Dreamtech Electronics India Pvt Ltd will invest ₹414.88 crore in a printed circuit board plant in Greater Noida. ACC Limited will set up a greenfield grinding unit in Sonbhadra with an investment of ₹803 crore for cement production. NSL Renewable Power will establish a solar integrated manufacturing park in Meerut with a large investment of ₹4,499.51 crore.
In Gautam Buddh Nagar, Amber Enterprises India will set up a consumer electronics plant with an investment of ₹3.53 crore in the Yamuna Expressway Industrial Development Authority area. Ascent Circuit will invest ₹3.25 crore in a PCB and semiconductor plant. Swaroop Steel Industries Pvt Ltd will establish a TMT steel plant in Jansath, Muzaffarnagar, with ₹266.70 crore. UltraTech Cement will start cement production in Kasimpur, Aligarh, with an investment of ₹628 crore. Amba Shakti Steels will also invest ₹241.50 crore in a steel production unit in Muzaffarnagar.
Approval of Two State Universities
The Cabinet has also cleared the way for two new state universities. The Kashi Naresh Government Postgraduate College in Gyanpur, Bhadohi, will be upgraded to Kashi Naresh State University. Similarly, Swami Shukdevanand University will be established in Shahjahanpur by upgrading institutions run under the Mumuksh Ashram Trust.
Higher Education Minister Yogendra Upadhyay said that admissions to Kashi Naresh State University will begin from the academic session 2026–27. Along with existing land, 15 additional acres will be acquired for the agriculture faculty and practical training. All existing teaching and non-teaching posts will be treated as university posts. Current staff will be given the option to continue in the proposed university.
For Swami Shukdevanand University, the Mumuksh Ashram Trust has agreed to transfer all movable and immovable assets to the state government free of cost. An MoU has already been signed for this purpose. Both amendment bills will be placed before the Vidhanmandal (state legislature) for approval.
Expansion of Health Facilities
The Cabinet has also approved the deployment of Deputy Controllers of Civil Defence in all 75 districts of the state. Earlier, this system was in place in only 26 districts. After the Pahalgam terror attack on tourists, the government decided to strengthen the Civil Defence organisation. Under the amended rules of 2025, 60 new posts of Deputy Controllers can be created, and promotion rules for departmental staff have been simplified.
To strengthen healthcare services, the government has allocated ₹3,500 crore in the supplementary budget. This includes ₹300 crore for the Ayushman Bharat Mukhyamantri Jan Arogya Yojana and ₹2,000 crore for the National Rural Health Mission (NRHM). An additional ₹1,200 crore has been provided under the Ayushman Bharat National Health Protection Mission to clear pending medical claims.
These funds will help improve hospitals, medical colleges, and rural health centres. Payments to both private and government hospitals will be made on time, ensuring uninterrupted treatment for patients. The allocation will also strengthen maternal and child health, vaccination, nutrition, disease control, and healthcare worker facilities across rural Uttar Pradesh.
