The people of Meerut have a reason to rejoice as the Uttar Pradesh Housing and Development Board (UPAVP) has announced the availability of unsold government flats. For those dreaming of owning a home, this is a golden opportunity. Under the “Jagrati Vihar Extension Scheme No. 11”, UPAVP has launched a “Special Registration Scheme 3.0 Extension” and “First Come, First Serve” initiative for the allocation of flats. The scheme will remain open until September 15, 2025.
Special Provision for Government Employees
One of the highlights of the scheme is the relaxation for government employees. They can secure possession of a flat by paying only 50% of the amount upfront, with the remaining balance payable later. This makes the scheme especially beneficial for salaried employees who may not have immediate access to the full payment.
Details of the Flats
The scheme offers F32 Type-2014 (UPRERAPRJ8354) flats. Each flat has a carpet area of 32.95 sq. meters and is priced between ₹8.61 lakh and ₹11.14 lakh. A total of 46 flats are currently available under this project. With affordable prices and a transparent allotment system, many middle-class families are expected to show interest in this scheme.
Registration Process
Applicants are required to deposit 5% of the total flat price as the registration fee. This payment must be made before the allotment process begins. The deposit can be made through RTGS/NEFT or via the online payment facility offered by authorised banks.
Once the registration is complete, the documents and deposit details will be verified by the housing board. Only after this verification will the allotment letter be issued.
5% Discount on Full Payment
To make the scheme even more attractive, UPAVP is offering a special 5% discount on the total cost. This applies if the applicant pays the entire amount within 60 days of allotment. However, this is the only discount applicable, and no other concessions will be offered.
Allotment Through Lottery If Applications Exceed Supply
In case the number of applications for a particular category of flats exceeds the available units, the allotment will be conducted through a transparent lottery system.
For those who are not successful in the draw, their registration deposit will be refunded in full. This will be done without any deductions or interest, within one month.
Rules and Regulations
The housing board has outlined strict rules for applicants:
- False Information: If any information provided by the applicant is found to be incorrect, the registration will be cancelled. Consequently, the allotment will be withdrawn, and the deposit amount forfeited.
- Residential Use Only: The flats are strictly for residential use. Any violation—such as using the property for commercial purposes—may result in cancellation of allotment.
- Ownership Transfer: Ownership will only be granted after full payment of the flat cost. This includes government stamp duty and registration fees.
Additionally, joint registration by spouses is allowed. However, one person cannot register for more than one flat. In case of the applicant’s death, registration can be transferred to legal heirs on the basis of a succession certificate. This certificate must be issued by the district magistrate or competent authority.
Eligibility Criteria
To qualify for this scheme, the applicant must:
- Be an Indian citizen.
- Be at least 18 years old on the date of application.
Applications can only be made online through the official UPAVP website at www.upavp.in. Applicants can click on “Online Registration for Plots/Houses/Flats” to complete the process.
Final Authority of Decision
The housing commissioner retains the ultimate authority to alter or make decisions in special circumstances. Such decisions will be final and binding on all applicants. Additionally, any changes introduced by the state government or the housing board from time to time will automatically apply to this scheme.
A Golden Opportunity for Homebuyers in Meerut
In summary, the Jagrati Vihar Extension housing scheme is a rare opportunity for middle-class families and government employees. With affordable flat prices, easy instalment facilities, full transparency, and the backing of a state authority, this scheme provides both security and accessibility to first-time homebuyers.
If you have been waiting for a safe and budget-friendly investment in real estate, this initiative by the Uttar Pradesh Housing and Development Board might be the ideal chance you’ve been looking for.
