Chief Minister Yogi Adityanath has directed the development of an airport, railway station, and multimodal logistics park in the Bundelkhand Industrial Development Authority (BIDA) area. He stated that BIDA will not only become a hub for industrial growth in Jhansi but will also emerge as a new centre of industrial development for the entire Bundelkhand region. Yogi added that Bundelkhand will no longer symbolise backwardness, but will instead represent progress and self-reliance in Uttar Pradesh.

Directive to Complete Land Acquisition Within Six Months

During a review meeting on BIDA’s progress on Wednesday (October 29), the Chief Minister instructed officials to complete the land acquisition process within the next six months. He also ordered the deployment of registry and revenue personnel within a week and the appointment of engineers and town planners within 15 days.

Yogi emphasised that making BIDA a model for ease of doing business and job creation is a government priority.

Plans for Airport, Expressway, and Railway Station

The CM instructed that suitable land be identified for an airport in the BIDA area and coordination be established with NHAI to extend the Agra–Gwalior Greenfield Expressway to Jhansi/BIDA.

He also stressed the development of a new railway station under the Delhi–Chennai Fourth Railway Line and the establishment of a node of the Delhi–Nagpur Industrial Corridor in BIDA. Additionally, he highlighted the need for a multimodal logistics park in the region.

Linking BIDA to Bundelkhand Expressway

Yogi instructed UPIDA to finalise the alignment of a link expressway connecting BIDA to the Bundelkhand Expressway to ensure better connectivity for industries.

It was reported that a total of 56,662 acres has been approved for BIDA, of which 22,028 acres have already been acquired. BIDA has developed special software to make the land acquisition process digital and transparent, enabling everything from farmer consent to payment to be handled online. A call centre will also be set up next month for the convenience of farmers.

Master Plan 2045: Development Blueprint for 253 sq km

BIDA’s Master Plan-2045 has been approved by the board. The plan lays out land use for 253.33 sq km as follows:

  • Industrial: 35.8%
  • Residential: 15.2%
  • Mixed-use: 5.1%
  • Commercial: 1.5%
  • Green area: 10.6%

The zoning and sector planning for all eight sectors are targeted to be completed by November 30. The CM instructed that road, sewage, drainage, solid waste management, and electricity supply works be completed in a mission-mode.

Enhanced Connectivity via NH-27 and NH-44

The CM stated that road plans linking BIDA to NH-27 and NH-44 are being finalised, which will strengthen bothconnectivity and investment potential in the region.

Ganga Expressway to Be Completed by December

In the UPIDA review meeting, Yogi said that expressways are the backbone of the state’s economy. He directed that the Ganga Expressway be completed by December to improve connectivity between Western and Eastern Uttar Pradesh.

The meeting also discussed new expressway proposals, including the Meerut–Haridwar link, Noida–Jewar link, Chitrakoot–Rewa link, and the Vindhya–Purvanchal link expressways.

Skill Development Centres in Defence Corridor

The CM instructed the establishment of skill development centres at six nodes of the Defence Industrial Corridor—Lucknow, Kanpur, Jhansi, Agra, Aligarh, and Chitrakoot. These centres will train local youth in technical skills and link them to the defence industry, promoting job creation.

It was reported that investment proposals totalling ₹30,819 crore have been received so far, and 5,039 acres of land have been acquired.

Land Allocation to Be Cancelled if Unused for Three Years

Yogi stated that if an investor does not utilise allocated land within three years, the allocation will be automatically cancelled. He directed the creation of a transparent system to monitor land use.

Additionally, to attract investment in industrial clusters and logistics parks along the expressways, a time-bound plan has been prepared to ensure availability of electricity, water supply, truck terminals, and health–emergency facilities.
